The Business Without Borders Forum is a practical, solutions-focused conversation for businesses operating in cross-border regions like Albury–Wodonga and the broader Murray.
Held on the eve of the Regional Futures Forum, this session brings together senior decision-makers to unpack the real issues, barriers and opportunities facing businesses that operate across state lines — from regulation and compliance to workforce, planning, and service delivery.
What to expect
This event features a panel discussion and live Q&A with key leaders working at the heart of cross-border policy and advocacy. Together, they’ll explore:
The most common cross-border challenges facing businesses
Where regulatory friction still exists — and what’s being done about it
Practical insights on navigating NSW–Victoria differences
Opportunities to strengthen cross-border collaboration and advocacy
What businesses can do to influence better outcomes
The session will conclude with networking and the opportunity to meet the panelists, continuing the conversation in an informal setting.
Speakers
Kalina Koloff, NSW Cross-Border Commissioner
Kalina Koloff was appointed NSW Cross-Border Commissioner in 2023. She brings over 15 years of senior executive experience across public service and local government, with strong expertise in leadership, strategic planning and community engagement. Kalina also co-owns a hospitality group in the ACT and holds a Master of Sustainable Development, undergraduate degrees in Science and Politics, and advanced qualifications in engagement and project management. She is known for her collaborative, inclusive approach to solving complex cross-border challenges.
Brett Davis, Victorian Cross Border Commissioner
Brett Davis is Victoria’s Cross Border Commissioner and has more than 30 years’ experience in regional development and executive leadership. His background spans urban and regional planning, property, project management and community consultation across all levels of government. A Fellow and past State President of the Planning Institute of Australia and a Graduate of the Australian Institute of Company Directors, Brett has led major projects nationwide and remains deeply committed to strengthening regional communities.
Catherine Ellis, NSW Small Business Commissioner
Catherine Ellis brings extensive experience across State and Commonwealth government, as well as the private and not-for-profit sectors. Prior to her appointment as NSW Small Business Commissioner, Catherine was Executive Director of Governance, Risk and Performance at the Department of Customer Service, where she established and led a new business unit. She is a Graduate of the Australian Institute of Company Directors.
